Give full play to the role of regulatory system and electricity marketization mechanism, coordinate the formulation of regulatory and supply guarantee measures, and make every effort to ensure the safe and reliable supply of energy; Carry out comprehensive supervision of the entire power industry chain and regulatory power sources, increase administrative law enforcement efforts in all aspects, polish regulatory brands, and establish regulatory authority; Continuously deepening reform and innovation, accelerating the construction of a unified national electricity market system, and forming a "timetable" and "roadmap" for electricity market construction; Coordinate the promotion of industry regulation, implement energy planning and major projects, and effectively serve the high-quality development of the economy and society; Strengthen the supervision of power safety, carry out assessments and contingency plans for the ability of the power system to respond to extreme situations, carry out special investigations and rectification actions for major safety accident hazards, and conduct emergency drills for large-scale power outages across provinces and regions, effectively improving power risk control and emergency capabilities; Consolidate and improve credit supervision, carry out special licensing supervision, collaborate to promote pilot projects for electricity safety credit supervision, improve the licensing and credit system, and enhance the efficiency of qualification licensing business management; Consolidate the foundation of regulatory rule of law, promote the standardized construction of administrative law enforcement, form a good situation of overall "one game" supervision, and continuously improve the level of energy regulatory capacity.

The meeting emphasized that the energy regulatory work in 2024 should deeply implement the new energy security strategy, focus on promoting high-quality energy development as the main line, anchor the two goals of ensuring energy security and promoting green and low-carbon transformation, innovate and carry out the "four supervision" of process supervision, digital supervision, penetrating supervision, and cross departmental collaborative supervision, and focus on the "eight strengthening". Firstly, we will focus on strengthening the supervision of energy safety and supply, adopt effective regulatory measures to promote the implementation of national energy plans, policies, and projects, strengthen monitoring, analysis, and early warning of the energy supply and demand situation, and play the role of market mechanisms in ensuring supply and price stability and load side participation in system regulation. Secondly, we will focus on strengthening the supervision of clean energy development, focusing on achieving carbon peak and carbon neutrality goals, improving regulatory mechanisms that adapt to the new energy system, ensuring fair access to the power grid for new energy and new entities, steadily and orderly promoting the participation of new energy in electricity trading, and effectively playing the role of regulatory power sources in promoting the consumption of clean energy. The third is to focus on strengthening the supervision of natural monopoly links, establishing and improving the supervision system of natural monopoly links in electricity and oil and gas, strengthening the fair and open supervision of monopoly links in the power grid and oil and gas pipeline network facilities, and promoting enterprises to effectively fulfill their responsibilities in maintaining national energy security. The fourth is to focus on strengthening the construction of a unified national electricity market system, formulating development plans, improving basic rules, promoting the construction of a multi-level unified electricity market system, improving the auxiliary service market mechanism, and establishing a green electricity trading mechanism. Fifth, we will focus on strengthening energy security production work, strictly adhere to the bottom line of energy security, increase the supervision and law enforcement of power security, and do a good job in risk control and hidden danger investigation and governance of power security. Sixth, we will focus on strengthening qualification management and credit supervision, integrating credit methods to carry out special supervision, improving licensing and credit system norms, and enhancing the efficiency of digital supervision. Seventh, we will focus on strengthening the authority of regulatory law enforcement, making energy regulation "thorny", deepening comprehensive supervision in the power sector, accurately carrying out supervision of the power market order, continuously rectifying improper local intervention in the market, and concentrating regulatory efforts to investigate and handle major cases. Eighth, we will focus on strengthening the supervision of energy use in the field of people's livelihood, using whether the people are satisfied as the touchstone for regulatory work, continuously promoting the resolution of urgent and difficult energy use issues for the people, further optimizing the electricity business environment, and continuously playing the role of the 12398 hotline as a "connecting bridge" to ensure that the energy demands reflected by the people are promptly and efficiently resolved.
