        On July 19th, the National Energy Administration organized a promotion meeting on vigorously enhancing oil and gas exploration and development in 2023, systematically summarized the work progress and experience of vigorously enhancing oil and gas exploration and development in the past five years, deeply analyzed the current situation, and studied and deployed the next work.         The meeting pointed out that in the past five years, with the joint efforts of relevant departments and localities, the national energy system and oil and gas industry have anchored the mission objectives of the "Seven-Year Action Plan", continuously strengthened policy supply, increased investment and workload in oil and gas exploration and development, further promoted the strategy of scientific and technological innovation, promoted stable production of crude oil and rapid production of natural gas, and made remarkable achievements in vigorously enhancing oil and gas exploration and development efforts, making significant contributions to China's oil and gas supply security. In the past five years, the annual output of crude oil has increased from 189 million tons to 205 million tons, and the annual output of natural gas has increased from 160.2 billion cubic meters to 220.1 billion cubic meters. Offshore oil and gas exploration and development has been marching into deep water. In 2022, the output of offshore crude oil was 58 million tons, which became the main force to increase crude oil production. Unconventional oil and gas such as shale oil and shale gas have achieved leap-forward development. In 2022, shale oil production exceeded 3 million tons, quadrupling compared with 2018; Shale gas production reached 24 billion cubic meters, an increase of 122% compared with 2018. Accelerate the deep development, Xinjiang Fuman, Shunbei and other large oil and gas fields have made important breakthroughs and found large-scale high-quality reserves. The old oil and gas fields represented by Daqing and Shengli have continuously broken through the development limit and kept the output hard and stable. In 2022, China's oil and gas self-sufficiency guarantee rate increased by about 2 percentage points year-on-year, of which the crude oil self-sufficiency guarantee rate increased from 27.8% to 28.8%, and the natural gas self-sufficiency guarantee rate increased from 55.7% to nearly 60%.

        The meeting stressed that as the world's largest energy consumer, how to tap the potential of increasing production and supply and effectively safeguard national energy security has always been the primary task of China's energy development. China's energy development is in a new stage of accelerating the planning and construction of a new energy system. Oil and gas resources are an indispensable part and the bottom line of energy security that needs to be built for a long time at present and in the future. We must clearly understand the major political responsibilities we shoulder, base ourselves on the domestic market, and do everything possible to enhance the independent supply capacity of oil and gas.

        The meeting demanded that confidence should be strengthened and efforts should be made to promote oil and gas storage and production to a new level. We should focus on key projects to ensure the completion of the task of increasing oil and gas production and ensuring supply throughout the year. We will make every effort to promote the construction of a national oil and gas supply guarantee base and increase investment, centralized exploration and large-scale production in resource-rich areas. Strengthen the exploration and development of deep-sea oil and gas and accelerate the construction of a maritime power. We will further promote the shale revolution, promote the second leap-forward development of shale gas, and make shale oil a strategic replacement for stable crude oil production. Accelerate the integration of oil and gas exploration and development with new energy, increase the promotion and application of CCUS technology, and actively and steadily promote the green and low-carbon transformation of the oil and gas industry. Promote the formation of a strong joint force for all parties to jointly support the work of increasing oil and gas reserves and production.

       In the next step, the national energy system and oil and gas industry will continue to thoroughly implement the decision-making arrangements of the 20th National Congress of the Communist Party of China on "deepening the energy revolution" and "increasing the exploration and development of oil and gas resources and increasing reserves and production", strengthen overall planning and forward-looking thinking, coordinate scientific and technological research and application of achievements, build a scientific and long-term development strategy, establish strategic self-confidence, firmly win confidence, unswervingly increase oil and gas reserves and production, and resolutely safeguard China's oil and gas core demand.

        At the meeting, China Petroleum Company, China Petrochemical Company, China Offshore Oil Company and Yanchang Petroleum Company introduced the progress of work and the consideration of follow-up work. National Oil and Gas Strategy Research Center, National Energy Shale Gas R&D Center, National Energy Shale Oil R&D Center, National Energy Continental Sandstone Old Oilfield Sustainable Exploitation R&D Center, and Shengli Oilfield of China Petrochemical made special reports on the new fields of "two depths and one non", the hard stability of enhanced oil recovery in old oilfields and the green transformation of oil and gas exploration and development. The Ministry of Finance, the Ministry of Natural Resources, Xinjiang Uygur Autonomous Region and Sichuan Province introduced the measures to promote oil and gas storage and production.
