On November 5th, after 14 months of construction, the largest single coal mining subsidence area photovoltaic base project in China, with an installed capacity of 3 million kilowatts, was connected to the grid for power generation at the State Energy Group's Guodian Mengxi Blue Ocean Photovoltaic Power Station in Etuokeqian Banner, Inner Mongolia.

The total investment of Mengxi Blue Ocean Photovoltaic Power Station is about 12 billion yuan, and it is a key supporting project of the national "West East Electricity Transmission and Western Development" project from Shanghai Temple in Ordos, Inner Mongolia to Linyi, Shandong ± 800 kV high-voltage direct current transmission project. The project is located in Etuokeqian Banner, Ordos City, Inner Mongolia, covering an area of approximately 105000 acres, equivalent to 10000 standard football fields, and laying over 5.9 million photovoltaic modules. After the power station is connected to the grid, it is expected to generate 5.7 billion kilowatt hours of electricity annually, spanning thousands of miles to transmit green electricity to Shandong for consumption, which can meet the annual electricity needs of 2 million households and provide strong green energy guarantees for the economic and social development of the eastern coastal areas. The social, environmental, and economic benefits are significant.

During the project construction period, Guodian Power proposed the top-level idea of "bundling fire, joint transmission, comprehensive demonstration, and technological leadership", with the goal of "highlighting technological innovation, enhancing technological content, and striving to win the National Quality Engineering Gold Award", adhering to top-level design and integrated planning. The project construction unit, Guodian Power Inner Mongolia Comprehensive Energy, has achieved ecological priority, industrial driving, multiple benefits, green and low-carbon, safe and stable from multiple aspects such as survey, design, construction, operation, and maintenance. It is the first large-scale application of the integrated installation scheme of photovoltaic panels and brackets internationally. Through on-site pre installation of "integrated" components and construction of "integrated" components, the construction of photovoltaic arrays has been reduced in manpower, mechanization, and efficiency, improving construction efficiency by 25% and forming the distinctive characteristics of "five new applications, five demonstrations, and eight optimizations". This has accumulated valuable experience for the construction of large-scale photovoltaic projects in the Shage Desert area of China.

Inner Mongolia Comprehensive Energy has established the first large-scale photovoltaic outdoor demonstration base in the "Shage Wilderness" climate zone in China at the project site. Different components, inverters, brackets, etc. have been combined and verified to form more than 30 empirical schemes, exploring the most suitable effective path for the large-scale development of photovoltaics in the "Shage Wilderness" area. For the first time in China, a new type of grounding material made of rare earth alloys has been widely applied, using mechanical connection methods without the need for welding operations. This not only eliminates fire hazards but also significantly improves construction speed, saving up to 40% of overall costs; The application of the 2.5 million kilowatt capacity N-type photovoltaic modules with the highest construction power in China during the same period can reduce the full life cycle attenuation and increase power generation by 2%, which has important demonstration significance for the development of the next generation of crystalline silicon cells; For the first time in China, H-shaped square steel pile foundation has been widely applied without the need for drilling or welding during pile driving, which can avoid the risk of grassland fires during operation. It effectively promotes technological innovation and industrial equipment upgrading through large-scale project construction, fills the gap in national energy group and Inner Mongolia photovoltaic certification base, and provides reference for the development of the photovoltaic industry and related policy formulation.

At the same time, the power station closely relies on Inner Mongolia's excellent renewable energy resources and location development advantages, combined with the comprehensive management plan of coal mining subsidence areas, to create a "photovoltaic+ecological" scene of "under board planting, agricultural photovoltaic complementarity, animal husbandry photovoltaic complementarity, and industrial tourism". In areas with more native vegetation on the surface, purple clover and Sandalwood are planted, and in areas with less native vegetation on the surface, drought resistant sweet clover, sand cypress, and seed artemisia are planted to provide excellent feed for cattle and sheep, achieving a sustainable development model. The sand resistant plant Ningtiao planted under the board can not only promote "agricultural photovoltaic complementarity", but also be used for biomass co firing in thermal power plants to reduce the proportion of fossil fuels used in power generation, achieve the goal of carbon reduction and pollution reduction, and develop new quality productivity according to local conditions.
